Why do we read of projects with supposed problems ? Are the problems a hoax ? Perhaps the person running the project has made a career out of going around telling everyone to "go **** themselves", and announcing that his own staff are no good and that his own systems don't work.>>

The addressing of problems is always a serious problem in any government project for it seldom is done right. Large companies and government act via political muscle, not on the basis of effective management.>>
