the best of their ability and in an efficient manner ?
Wouldn’t this be achieved by the organization simply following its own standing orders, and following what was stated in the contract ?

< The thinking seems to be that the system can be tweaked to optimize the value.

But isn't it often that there is a special cause that's causing orders of magnitude more loss of value than value that could be gained by tweaking the system ?

Performance management is like the quality controllers job in most companies, making sure the best quality product can be provided efficiently but that doesn’t mean that they can’t be fooled by some workers who have their own agendas
