to water it down ? (They tell you “The project’s unlikely to be successful if there’s tight configuration management”)

Find another source, or demand compliance with your target standards.
Or, consider the source of the advice, and, if the advice is expert, accept it.
You are “on the scene”, we are not. If you are convinced that tight management of the system is critical to success, find someone who will do it.

Because they haven’t actually figured out how to make it work so they can play the blame game on the sub-contractor, especially if things go wrong
